Abstract


With the rapid development of China's rural economy , rural living standards and increasing rural productivity , rural solid waste pollution is increasingly serious , solid waste pollution in rural areas has become a new problem of solid waste pollution . China 's rural solid waste pollution prevention and control of environmental legislation , there are many defects, for example , legislation guiding ideology dislocation ; lack of principle system ; inadequate legal responsibility ; lack of comprehensive legislation and supporting legislation . The face of the many defects under the guidance of the concept of circular economy , this paper aims to improve China's rural solid waste pollution prevention and control of environmental legal system . The article is divided into four chapters : the first chapter , the first concept of solid waste in rural areas to be defined , a brief introduction on the basis of the type of solid waste in rural areas , and analyzes the characteristics of solid waste in rural areas is different from other solid waste . Secondly, the chapter on the status quo of China's rural solid waste pollution introduces and analyzes the reason for Solid Waste Pollution of China's rural status quo , the key is to clearly improve China's rural solid waste pollution prevention legislation is the solution to the current pollution situation in rural areas on the basis of and premise ; Chapter introduced the legislative status quo of China 's rural solid waste pollution prevention and control , including the relevant provisions of the Basic law , a single law , the State Council administrative regulations and departmental rules and regulations , local laws and regulations and other laws , and in accordance with adjust objects system combing ; thus comment on the defects of China's rural solid waste pollution prevention legislation in the guiding ideology , in principle, system , legal responsibility and supporting legislation in the third chapter ; Finally, in the last Chapter proposed recommendations to improve China's rural solid waste pollution prevention legislation clear circular economy legislation guiding ideology, improve the relevant legal principles , systems and supporting regulations .
