Abstract


With the accelerating process of economic globalization , the international trade is also to develop in depth . Countries in the world to follow WTO rules , while also seeking ways to protect their own industries. Safeguard measure is one of the ways in which , while the special safeguard measures implemented in some countries has become a means of trade barriers . Special safeguard measures on China WTO members even based on the premise of unfair trade , to contain China 's rapid economic and industrial development of the application and students. This paper discusses the historical analysis of the WTO safeguard measures and special safeguard measures on China 's foreign produce and legal basis , simultaneous analysis of foreign special safeguard measures on China legislation to Comparative Law under WTO safeguard measures against China and the special safeguard measures with were compared discrimination , and case analysis pointed out the special safeguard measures on China 's foreign dangers , especially in the global economic recovery has just begun and our country in a special safeguard measures \China summed up our response to foreign legal countermeasures special safeguard measures to actively use consultation and litigation , trade friction in government departments and give full play to the role of industry associations , trade friction gradually establish and improve early warning mechanisms , improve the mechanism for China to cope with trade barriers legislation, in order to protect our country in the global economy and trade in the legitimate rights and interests , better and faster scientific development and harmonious .
