Abstract


The current situation of juvenile delinquency have become increasingly prominent , dramatic increases in cases of juvenile crime , juvenile delinquency become a serious social problem , caused widespread concern and attention of the community . Juvenile delinquency and adult crime a clear distinction in the identification and punishment of criminal responsibility applicable minors crime shall bear criminal responsibility in the different ages of criminal law is different . In accordance with the characteristics of the basic principles of the criminal law and minors , the penalties for offenses against minors punishment of course, can not apply the death penalty , life imprisonment and deprivation of political rights and confiscation of property . The value orientation of juvenile delinquency system should be to eliminate the blind pursuit of punitive penalty value , but should be mainly to education, reform , in hearing the cases of juvenile delinquency should implement Teaching in the trial , the combination of Correctional Services principles. The culpability line adapted \strengthen legal awareness , education juvenile offenders away from crime , and rehabilitation , to get rid of the quagmire of crime at an early date , to become the backbone of the country .
