Abstract


With the comprehensive transformation of our economy and society , especially the party and the country attached great importance to agriculture, rural areas and farmers , rural society and economy have been greatly developed , many rural residents successfully achieved the dream of getting rich . However , rural areas there are still a large number of poor population in extreme poverty as a group on the economic , social development opportunities are relatively small, low scientific and cultural qualities , and always at a disadvantage in social competition and not through their own efforts to change the current status quo , which has become a social problem can not be ignored . How to effectively protect the legitimate rights and interests of the rural poor , and gradually to get rid of the disadvantages , will be directly related to the coordinated development of urban and rural areas in China , the construction of a socialist harmonious society and the common prosperity of socialism is essentially embodied . Thousands of years ago , China's practice of social security to social assistance as the core content . After the founding of New China , the modern social security system , including disadvantaged groups , including the social assistance system gradually establish and improve and become an integral part of the socialist system . Without an indisputable fact is that the implementation of poverty in the country in the past quite a long time social assistance more in cities and towns , not fully take into account the needs of rural social assistance system is not really established urban and rural development . The article research purposes foot through the profound analysis of China 's rural and urban poor groups in society , animal husbandry and help the rural and urban poor groups and social aid system as a whole paradigm with the specific mode selection .
