Abstract


The late 1990s , China's urban grassroots democratic reform started . Reform aimed at breaking the traditional street - neighborhood system , changing the role of the neighborhood committees grassroots government clerk administrative realize community democracy and autonomy . Living in the first of the four democratic democratic elections , democratic decision making, democratic management and democratic supervision, the basis and premise . The direct election of the Urban Neighborhood is a starting point and an important part of the urban grassroots democracy .
