Abstract


Environmental issues of the 21st century, China must face the issue . Thirty years of reform and opening up, China 's rapid economic development, comprehensive national strength and international status are rapid increases in these achievements , we also have to face the fact : that China's development is too costly . Especially environmental issues , has become one of the issues that we can not be avoided , if environmental issues are not properly addressed , it would not be what sustainable development, let alone what a harmonious society. China facing the development of these years a prominent issue is the high energy consumption per unit of GDP , carbon emissions too large. Although China is not yet the \will be too far away . The Chinese have also made their commitments , to secure 2020 carbon dioxide emissions per unit of GDP than in 2005 dropped 40% to 45%. In recent years , the market mechanism as one way to solve global warming , is constantly get attention . Carbon emissions trading is a hot topic , and its essence is the market mechanism in the allocation of resources to resolve or weaken the price distortions occur in order to meet the limited amount of funds under the premise of minimizing carbon emissions , reduce environmental pollution , and ultimately community health and sustainable development . Although the carbon emissions trading system has been proven as the most efficient means of pollution control , most economically developed countries in the world have been fully applied , and produces good results . But in the country has been faced with a lot of theoretical and practical problems, which hampered China's low-carbon economy. The United States, as the headquarters of the capitalist market economy , and its carbon emissions trading in the field of theoretical exploration and practical experience, has produced good economic and social benefits. How to do its essence, to its dregs , is placed in front of us an important issue. In this paper, the carbon emissions trading in Sino-US comparative analysis of the process, trying to find the United States advanced practices and advanced experience , to the future of China 's carbon emissions trading carried out some theoretical preparation .
