Abstract


Safety, it is not only the basic condition of human survival and development, but also the essential guarantee of stability and harmony of society. With the progress of social civilization and the rising of economy, more and more people begin to value their safety issues. Meanwhile, the demand of infrastructure investment of the state increases gradually, thus promotes the development of construction and the rising of value. However, the development and expansion of construction industry also brought a lot of security hidden dangers and safety accidents. Every year, the number of casualties of safety accidents reaches thousands, not only directly brings tens of billions of economic loss, but also indirectly causes a tremendous burden to society.So, how to reduce the accidents and improve the quality of safety in production of construction enterprises has become the focus of the whole society and the whole construction industry. In recent years, many countries have established their own safety laws and standards in national characteristics, in order to reduce safety accidents effectively. Also, our country gradually started to issue the legal provisions and industry standards in safety, so that it can control the security accidents, but compared with the developed countries, the rate of safety accidents is higher.Therefore, recording to the present situations of safety production in our construction industry and advanced management ideas of the developed countries, this thesis does the following research on building the guarantee system of safety production for construction enterprise, so that it can provide new ideas for the work of safety production.Against the background of a series of problems about security hidden dangers which exists in current construction enterprise, the thesis fully analyzed safety accidents of construction enterprise, researched on the orders of safety accidents, and the analysis of main factors which impact the safety accidents of construction enterprise, the assessment of consequences and influences.This thesis established the guarantee system of safety production for the construction enterprises, analysed the establishing process of system and identification, assessment and control of hazards and unfavorable environment factors which exist in system. Around PDCA management mode, established structure model of the guarantee system of safety production, and combining with the process of project management, from the proposal stage to the end of project, system will carry out with the project management synchronously.It evaluated comprehensively the establishment and operation of system. This article chooses the analytical methods which suit the enterprise itself through analyzing the different evaluation methods. Meanwhile, classifying the basic evaluation index of system in AHP, evaluating comprehensively to the system in fuzzy mathematics method and giving the example.The thesis mainly researched on improving strategies of the guarantee system of safety production, closely combined with the laws and normative documents of safety production in engineering construction, built the improved model of system, and improved the training and studying of safety production of enterprise, so as to enhancing understanding to the enterprise personnel about security hidden dangers. At the same time, according to the different characters of project, establishing the security system more perfectly and more flexible, continuously being improved can make it more adapt to the characteristics and requirements of project.
