Abstract


Constructing socialism harmonious society is the theme of the day in our country. With the new public administration movements in the west developed countries, there appeared global“association revolution”, and the non-government organization in our country has been being developed vigorously. Non-government organization, as an intermediate zone between government and market, plays an increasing important role in the field of social public service. Its harmonious development is directly related to the social stability. And it also plays indispensable role in relieving social contradiction and improve social advance in all fields.It is a very important subject to support non-government organization health development and to get a clear understanding of many old and new hardships and challenges it faces with, and to promote its harmonious development. This thesis begins with studying the basic theories of non-government and defines its basic connotation and characteristic, and also explains the present development situation of non-government organization in our country, then presents the necessity of harmonious development of non-government and the positive function to harmonious social development, and analyzes unharmonious factors of non-government development in our country on the basis of the above; finally it puts forward the path choice to advance the development of non-government organization. This thesis supplies the reference for studying the harmonious development of non-government organization in our country and influence factors.Chapter 1: Summery of Non-government organization. It defines the connotation of non-government organization and points out its characteristics, and differentiates non-government organization from government and market and meanwhile discusses the total development condition of non-government organization in our country.Chapter 2: The Necessity of Non-government Harmonious Development. Non-government harmonious development is what the harmonious development should have; it must have an important function to social stability, to promote the development in all fields, to relieve social contradiction. Non-government harmonious development is beneficial to socialism democratic political construction, protect social disadvantage group, promote social justice, and integrate the advantage of all sides, resolve social contradictions; and it’s useful to protect ecological environment.Chapter 3: Analysis of Unharmonious Factors of Non-government Organization Development. The thesis, from inside and outside unharmonious factors, analyzes all kinds of problems of the non-government development in our country during the developing process; and it points out, because of the shortage of stimulation mechanism, serious talents loss of non-government organization, usually shortage of funds, the weak of self-discipline, self-advantage and so on; meanwhile, the factors such as the strong official oriented governing, the shortage of legal system, defective supervising system, all restrict the harmonious development of non-government development in our country.Chapter 4: Path Choice of Promoting Non-government Organization Harmonious Development in our Country. The harmonious development of non-government organization must begin from self- administration, strengthening its self-discipline, meanwhile rationalize administration system, perfect legal and regulation system, strengthen social supervise. Only when all these aspects are coordinated can the non-government organization in our country be put on a good operation and coordinated growth track.
