In the background of the construction of efficient eco-economic region of the Yellow River delta being the national strategy, Dongying city has been the main development battlefield of Yellow River delta. It has practical significance for Dongying city constructing the talents platform. This paper aims at putting forward a series of innovative and practical measures, providing new ideas for Dongying city to creating talents platform.First, by reading a large number of literature, the paper analyses the background of research from the space sequence, and current research situation at home and abroad. Basing on the above study, the paper analyses the experiences of building talents platform of Shanghai of Yangtze river delta and Shenzhen of Pearl river delta, then Dongying city learn the useful revelation. Second, in the foundation of on-the-spot investigation and questionnaire, the paper analyzes the present situation of human resources and achievement of personnel working of Dongying city, then get the problems and reasons of building talent highland in Dongying. The main problems are small amount of talent resources, low level, the unbalanced structure and the inefficient utilization of talent, which due to the lack of talents conception, talents working mechanism and talent environment construction. Third, using the method of SWOT, the paper analyzes the strengths, weaknesses, opportunities and challenge of building talents platform from the macroscopic level, and makes the strategies analysis basing on the above analysis. Fourth, according to above analysis and the requirements of the development of Dongying city, the paper puts forward corresponding suggestions and measures for constructing talents platform in Dongying city from introducing talents, using talents, training talents, improving and perfecting the talents environment etc.
