Abstract


Human activities contribute to climate change has become a basic fact, climate change is a human need to face today's global issues. Our government in the common but differentiated responsibilities, and actively fulfill its international commitments to reduce greenhouse gas emissions. And proposed to address climate change and greenhouse gas reduction targets the main way, in the just-concluded \while further raised to 2020 carbon intensity per unit of GDP than in 2005 dropped 40 to 45%, the proportion of non-carbon energy sources to 15% of the forest area and stock volume increased more than 40 million hectares in 2005 and 13 billion cubic meters of actions target. This article is divided into four chapters: the first chapter on government responsibility to address climate change in general summary. The second chapter, on the responsibility of the government to address climate change are described analysis of the current situation. Our response to climate change, including central government agencies and local institutions, our government in mitigating greenhouse gas emissions and climate change adaptation and greenhouse gas inventory statistics do specific work, our response to climate change, the government's work characteristics and inadequacies. Chapter III, according to the country for the United States, Britain, Japan, Switzerland, South Korea, the Philippines, the six countries to address climate change issues related to government responsibility are described. Analysis of the national response to climate change, government agencies, relevant legislation specific provisions on government responsibility, the responsibility of national governments to address climate change characteristics and can learn from it. This article will address climate change issues and constitutional law as binding studies, the constitutional thinking in the government response to climate change on the fulfillment of obligations and responsibilities of the Government proposes to strengthen the NPC external oversight, especially from the financial, taxation and supervision on the budget review control, the responsibility of the government to address climate change to fulfill the rule of law.
