Since the 1970s, along with the development of technology, products, increasingly rich and diverse, increasing competition, globalization is exacerbated this situation. Market dominance has been transferred to the hands of customers, so that from a seller's market into a buyer's market, in response to a highly competitive market, companies have to find ways to deal with a variety of customer needs, market changes in modern business environment faced rapidly changing, technological advances, product life cycles continue to shorten, these changes has become an irresistible trend, prompting enterprises to accelerate the pace of change. Communications equipment industry is also facing this situation, the company's revenue is growing, declining gross margin, gross profit margin of the communications industry as a whole continued to decline, with operators and end customers return to the rational consumption, so that equipment manufacturers from novelty divergent new technology, high-profit to pragmatic heavy content, heavy input-output ratio, the communication to the traditional manufacturing industry is transforming. Because of this, the traditional R \u0026 D model has been unable to meet market requirements, the product development cycle rather long time of product release quality is not high, the cost of the project exceeded expectations. To change this situation, need for a highly efficient product development model to adapt to changes in the environment, enabling enterprises to survive in the increasingly fierce environment to create effective and stronger and bigger. Author based on PRTM's PACE (Product And Cycle-time Excellence products and life cycle optimization method) model and IBM's IPD process, product development proposed maturity model: a maturity of enterprise product development can be divided into informal management, functional excellence, project excellence, project portfolio excellence and collaborative development of excellence; made rapid product development of seven principles: market-driven, investment management, project management, cross-functional teams, structured processes, platforms and technology sharing, improve the support mechanism ; and accordingly proposes a new framework for rapid product development firm, on the basis of excellence in intelligent project excellence through the pipeline project portfolio management to achieve excellence, and finally reached collaborative development excellence, and rapid product development model used in this company X practice, by optimizing the product development process, standardize product planning process, to create a platform \\ technology management mechanisms and strengthen resource management approach significantly improve the efficiency of new product development, so that enterprises in a rapidly changing market competition in an invincible position.
