Abstract


Appropriate technique of family planning or reproductive health (abbrev:ATFP or ATRH) is a sort of technique which is adapted to contraception of large population, good for diagnosis and treatment of common and frequently-occurring diseases in reproductive system and beneficial for disease prevention and improvement of reproductive health. It can be mastered and applied by vast grassroots-unit staffs. Due to its low cost, government or the masses can bear in expense. Promoting ATFP in rural areas and improving reproductive health of rural childbearing-age groups are not only related to tens of millions of families’ happy life, also essential requirements for implementing the scientific developing concept, people-oriented, and establishing a harmonious socialist society.Quantitative and qualitative data analysis were combined to to explore the application of technology of family planning,which has set the target of of technology itself.We got data from the "11-5 year" appropriate health technology projects in rural areas (ie, Appropriate technology in rural areas by training health personnel registration form [PO2 Form], Rural health appropriate technology services [SO1 Form]),4 samples areas of Health and appropriate technology to promote the quantitative survey data, and 30 times of the interviews of the research.The datas which include four areas of family planning appropriate technology such as organizational structure, technology selection, technical training and technical utilize,aim to describe the status and problems in that two provinces and to analysis the effects on technology extension.We got data from the technical, personnel, policy, economic and other aspects to analysis the technology screening, technology diffusion, policy-oriented areas so as to the active exploration policy for the government.The main results are as follows:The projects of family planning of appropriate technologies had improved the the every level of services in demonstrative places. Technical staff in some rural areas said that they had never heard of a technology training before the training but got sharply acknowdeged after projects promotion.People of childbearing in demonstrative region had already benefit from project extension. Famousness of rural family planning agencies has enhance to some extent,such as large-scale "reproductive health survey" activities has made local women of childbearing age realized that the importance of reproductive health.In addition,we learned that the price of technology in agencies of countryside were lower than the price in medical agencies and so on.Family planning administrative department take measures to promote technical extension so that local people got really benefits.Some appropriate technology were used before the extension.Nine technology in ten (more than 41%)has been widely used by techinical staff in town before.Vast majority staff(more than 71%) has applied the technology before extension.Single training method is not suitable for all types of appropriate technology expention,such as 5.56%technical staff in countryside had widely used hysteroscopy before training,but the number of people who have participated in the training demonstrated that the data still to be 5.56%after training.Policy,economic and other factors played an important effects on the use of technology clients,such as Jeannie policy in Mengzhou contributes to the utilize much more obvious than the utilize in Ningdu.Prices were much more sensitive to people in Jingan than people in Ningdu,that services of Gongxuening seems to be a little expensive.The awareness on the persistent effect mechanism of appropriate techniques extension in rural health remains to be deepen. Administrators and technical staff of rural family planning institutions thought that the root reason of technology unpersistent promotion is funds lackage.Administrative means to appropriate technology extension is still common.Some people thought that the lack of operationable incentive mechanism may be one reason.
