Abstract


Since the beginning of the European integration , anti-discrimination policies had been included in Community policies within the system . With the integration of the European Economic Community level social discrimination has become increasingly prominent , the EU continues to expand the connotation and denotation of Community anti-discrimination policies , has formed a relatively complete policy system . Study of EU anti-discrimination policy , not only help in theory, a more in-depth understanding of the relationship between the market-oriented social policies , as well as its internal influence the process of European integration as a whole , but also that the current social policy reform certain practical experience. This article first briefly introduces the concept of the EU anti-discrimination policy , the policy framework and policy sciences theory on the value orientation of the policy . After that, the paper for the case to the EU anti-discrimination policy , gender equality and racial equality policies combed the historical development of both process and content . After comparing the two policies , the development of time , the degree of abstraction of the policy content , policy coverage and policy makers specifications of the subject , the article found that the same is the status of these two policies in the EU anti-discrimination policy in the pursuit of equality is inequality . More is worth noting that more than more than fifty years of the course of development of gender equality policies in a short period of time as a the latecomer race equality policy . From the point of view of the policy value on this basis , the paper discusses the reasons for this phenomenon , that lead to precisely the different values ??of the two behind this result, the economic orientation has led the development of the EU gender equality policy and the EU racial equality policy is more dominated by the social orientation . Finally, the nature of the economic orientation and social orientation and relationship theory analysis , which summarizes the development experience of EU anti-discrimination policy and social policy reform .
