Abstract


During the 1990s, as the Soviet union and eastern Europe collapse, international social structure also occurred many adjusting, but one of the most important change is that of globalization and the diversification of international social behavior to appear. Human society is also becoming a political life from sovereign state government to governance, from a single national governance going global governance. This article aims to global governance mode from beyond the subject of sovereign nations-and compiling the common security analysis of system analysis and safeguarding the common peaceful ideas consensus building three aspects to parse contemporary the proliferation of nuclear weapons control problem. And put forward the prospects and existing limit analysis, to give contemporary solution of weapons of mass destruction, safeguarding world peace and security can have significant enlightenment function.The first chapter introduction:and analyzy the background of writing, further expounds the significance of global governance and the control of nuclear research present situation and innovative points.The second chapter of the proliferation of nuclear weapons and the cause of the problem and its current situation, and then the paper analyzes the strategic nuclear proliferation, United States is analyzed, in order to reveal proliferation issues governance and its reason, then resistance of postwar appear proliferation countries, especially the north Korean nuclear issue is discussed, finally analyzes the existing nuclear proliferation control system defects and insufficient, in general is tries to understand and grasp of these problems, to clear single formed by sovereign state nuclear control system exist great defects, essentially is to illuminate the meaning and importance of study in this paper.Chapter 3 by trying to change global governance as a tool of analysis, discussion and analysis to nuclear arms control problems, from the authority areas, system network and ideas to analysis, three levels of identity in order to understand and know the global governance for nuclear weapons control function and value, trying to find solutions and methods, provide people with a theory thinking and using for reference.The fourth chapter is the proliferation of nuclear weapons control problem in China’s position on the clarified first and attitude, China as nuclear power in the international society, then analyzes the basic position in the face of China towards nuclear crisis and the Iranian nuclear crisis attitude and effort. Organize and join the six-party talks and that China’s effort in the no-first-use nuclear proliferation, the firm and determination, actively support the world long peace attitude and efforts.Chapter 5 analyzes proliferation issues of global governance potential and limits, from the main body, system, management concept three dimensions of potential and limits, and give a positive assessment of global governance, solve proliferation were summarized, and illustrates the relationship between the three.Epilogue:subject to control problem of global governance, and indicates the future prospect of global governance is despite a growing "future" theory, there are many shortcomings, but it in theory and practice has the extremely vital significance. Not only for the world political practice provides a new perspective and ideas for the future, and the construction of international relations theory plays an important role.
