Abstract


With the deepening of reform and opening up , China has entered the economic transition and social transformation, development opportunities and contradiction highlights the new stage of period interwoven . Accompanied by the re- adjustment of the economic , political , and cultural resources and the allocation , the interests of differentiation and reorganization exacerbate vulnerable groups own shortcomings and political reform lag reasons , long-term lack of effective channels of expression of interest , which makes them in the interests of the game often in aphasia and helpless situation . Because their interests are often subject to neglect and abuse , and lack of effective expression of interests and relief channels within the system , so had more and more interest expression by way outside the system , which seriously endanger the stability and development of the society .
