Abstract


College teachers are the core factors that affect college quality . Whether personnel training , scientific research or profound knowledge to impart , these have to rely on college teachers . The university teachers out of the system is an important part of the recruitment of college teachers , and it is related to the rational allocation of college teachers resources the reasonable optimization and university personnel , relations with colleges and universities to enhance the level of teaching and research related to the development of universities and national talent strategy the smooth implementation of the plan . Therefore, in order to enhance the quality of Higher Education , to ensure the long-term development of the college , there must be a set of university teachers appointment mechanisms , and university teachers out of the system is an ideal model . Recruitment of college teachers in China reform started late due to the long-term planned economy system and the traditional personnel appointments system - university teachers out of the system , where as the difficulty of the appointment system reform , the implementation of the situation is not optimistic . Chinese universities in the process of implementation of the teachers out of the system a number of issues , academics have also sparked some controversy . Higher Education Act , teachers law and related policies and university teachers in China overall structural condition data analysis is based on the application of pedagogy , organizational behavior based on the interpretation of the connotation of university teachers out of the system , the basic theory and method to clarify the implementation of the colleges and universities the significance of teachers out of the system .
