Abstract


Technology innovation is the main driving force for promoting economic growth, innovation can improve production efficiency, however, if the process of technological innovation itself inefficient, then the driving force of production efficiency will correspondingly weakened. Input use and output levels from technical innovation resources comprehensive study of the efficiency of technological innovation activities conducive to an accurate understanding of the innovation process of the main technological innovation, to provide theoretical support in order to further improve the efficiency of technological innovation. The same time, through the measurement and evaluation of the industrial technology innovation ability, allows people to better understand and grasp the essence of the industry, creative activities and laws, systematic summary of innovative experience and the primary means. Theoretical method to measure the efficiency of industrial technology innovation from the perspective of innovation efficiency is not yet ripe for the government in the formulation of industrial policy, relying on the experience in decision-making situation still exists, and the resulting lack of scientific basis for decision making. Guangdong Province is the largest province of China's economic, high-tech industry is the most important driving force to promote the rapid growth of Guangdong's economy. Defined the concept of high-tech industry and technological innovation efficiency based on the status of the development of high-tech industries in Guangdong, focuses on the feasibility of the DEA method is applied to the evaluation of the efficiency of technological innovation, and then from the two aspects of the input and output, build the efficiency of technological innovation evaluation index system in Guangdong Province. Then use this index system and the statistics of the Statistical Yearbook of China's high-tech industry, combined with the DEA relevant theory and method selected Archimedean infinitesimal the C2R model inputs. Evaluation of the country's 30 provinces and cities in high-tech industrial technology innovation and efficiency, the empirical results show that: evaluation of 10 years of historical data, which three years, Guangdong Province, the DEA did not meet the technical value, and on this basis, and selection the redundancy model input-output analysis, evaluation of non-DEA effective Year Guangdong technology industry, taking into account environmental factors, this paper uses \empirical analysis of efficiency values ??from the impact of the role of environmental factors, which can better solve the parameter estimation bias and inconsistencies. The end of the article, based on the empirical part of the analysis results, to improve the technology for high-tech industries in Guangdong Chuangxiao efficiency problem and put forward a number of suggestions: Government should optimize the industrial policy, the effective use of resources for innovation; changes in the development of high-tech industries to the intensive growth dominant; improving science and technology talent evaluation mechanisms to reduce the human resources idle; improve the utilization of the introduction of advanced technology, high-tech industry to strengthen the capability of independent innovation; promotion of technological innovation and transformation capacity, and the promotion of scientific and technological achievements.
