Abstract


Carbon reduction activities can’t do without the support of carbon finance market. Chinese have proposed the carbon reduction goal of 45% -50% in the United Nations Climate Change Conference of Copenhagen in 2009, but the goal can’t come true because of the Imperfect carbon financial system. So, it became a primary task of improving the carbon financial system.This critical issue will be researched. We try to find a reasonable model for analyzing and building the financial system through a lot of theoretical study and analysis of market characteristics. Use for studying the development status of domestic and international carbon finance market, Comparing similarities and differences between the carbon financial markets, Summarizing the experience of the market to establish, and putting forward the recommendations of the Construction of Chinese Carbon Financial System.We construct the Carbon Financial System which is consist of Organization D, Product D and Policy D through Described the theoretical basis of the financial system and the characteristics of the carbon financial system, referencing three-dimensional structure model of systems engineering. Three dimensions explained the organization framework of the Carbon financial system, the Cluster Tools of connecting market supply and demand and the government measures of Providing market regulation and control.In the first, we analyze the situation and Comparison of American, European Union and India’s carbon financial market by the Three-dimension model. Put forward the experience in the carbon financial system.Then, we analysis of the Situation of Chinese carbon finance market in three dimensions, and raised the problems. It is Contain that it have had a simple framework in Organization D, but some features can’t be achieved; it have had some Based Financial instruments, but the product structure is single; Government have inadequate implementation.At last, we proposed the proposal of designing carbon financial system through reference the Foreign Experience and consideration the problems in our carbon finance market. It is Contain that it should perfect the carbon trading market system, Carbon Fund, Intermediary service system, the strategic transformation of commercial banks; Launch the supporting products of the carbon trading system, Innovative financing tools, intermediary service platform; Development the specialized carbon trading system, strengthening government effective support for regulation and internal management.
