Abstract


The current policy of national basic education curriculum, on the one hand reflects the multi-agent, multi-level features; on the other hand, both in quantity and content, especially the specifically policy for the management of national education curriculum is still relatively less. The objective of curriculum policy is not enough for the degree of multi-cultural attention; especially have a certain distance from the requirements of a new century talent who have multi-cultural communication skills and multi-cultural vision.This study takes the example of Leishan County, Guizhou province; make a preliminary discussion and analysis to the relationship between the implementation of the national basic education curriculum policy and the local culture through the theoretical and practical research. On the one hand, to shows the influence of the culture in the implementation process of the national basic education curriculum policy; on the other hand, hoping this study can cause people’s attention to the multi-culture in future policy research.On the basis of structural functionalism and multi-cultural curriculum theory, taking the level of policy content and the objective of the policy subject for realistic basis, to show the concern of the culture in policy implementation and its shortcoming. Ultimately, from the three aspects of cultural environment, organizational culture and cultural cogitation to construction the perspective and framework of the analysis of the curriculum policy implementation.On this basis, pointing out the overall effect of the policy, the subject and method of the implementation, the experience and difficulty, and the cultural demand of the implementation.The conclusion and main points are:In the implementation of the national basic education curriculum policy, on one hand to take the ethnology, education, policy and cultural as a guide; on the other hand, we should see the influence of the culture and values in that process.As to the subject of the policy implementation, firstly have the "dual nature" ways:both in top-down and bottom-up; secondly, have the "nationalism" in the subject constitute:minority groups are the subject of policy implementation. As to the implementation approach, whether the basis for further interpretation, propaganda or means in the implementation are all have the national culture brand. That is the same to the experience and difficulty in policy implementation.As to the impact factors of the policy implementation, cultural environment, organizational culture and cultural cogitation are also having the impact to the implementation of national basic education curriculum, directly or indirectly.Therefore, as to any other education policy, the implementation of the national basic education curriculum policy must take into account the actual backgrounds of national social, economic and cultural, pay attention to local cultural conditions, making a culturally appropriate implementation to the national basic education curriculum policy.
