Abstract


To carry out the new rural construction , rural production development , well-off life , civilized for rural , village clean , democratic management \level governance , the proper meaning . Village governance by the statutory system of villagers' self-government platform to mobilize rural endogenous organizations and farmers in the main body of the force , with the government's policy and financial support , and make full use of the various governance resources , rural democratic politics , income levels and socio-cultural career advancement . Order to continuously improve the level of village governance , it is necessary to objectively examine the overall condition of the rural , especially in rural development, there are still problems, including short-term and long-term predicament , while fully learn around effective governance outcomes in help on the basis of a better grasp of the direction and the steps of the village-level governance in China . Currently, along with China's overall economic strength increase, urbanization , the urbanization process is accelerating , some traditional agricultural village to transition City Village Industrial Estate ; while traditional agricultural village still retains the original \status of agriculture as the foundation . Generally speaking, the current rural three types , namely agricultural village , city , village and industrial village . In light of this , the village-level governance should adhere to the direction of the two governance , two aspects from institutional and capacity - building to improve the existing village governance structure , the fundamental way to improve village governance ; second is adapted to local conditions , for different villages type put forward different ideas of governance to achieve the diversification of village governance .
