Abstract


The supervision system of construction and engineering is an engineering management system which has been built in the reference of the foreign construction project management experience since the China reform and opening policy. With China entering the World Trade Organization and the accelerating marketization, the way of project investment and management has been changing profoundly. Construction supervision already cannot satisfy the need of construction project’s omni-directional and whole-process management service. Domestic supervision enterprises should transform as soon as possible into the project management company in order to improve their own competitiveness.Through the detailed introduction and comparison of the supervision system and the project management system, this article analysed the feasibility of the transformation from project supervision to the project management, as well as the trend of the two systems’development. This article also introduced in detail the management process of the project mangement company and the state of development of the project management system at home and abroad. And it introduced detailedly the project management system’s damand situation for market, the transformation request and the points for attention and so on.HK management company was mainly researched at the end of this article. Through deeply analysing the internal and external conditions of the HK management company’s transformation, this article drew a conclusion that the HK management company basically has the conditions for transformation, but it still has the need to reform and improve the enterprise itself. This article also introduced the HK company’s transformation scheme and process. At last through comparing and practicing the company’s performances before and after the transformation, its staffs’income and market share situation, the article has the conclusion that it is feasible to transform from supervision company to the project management company, and it is a way of reform and development. According to the present market environment and policy guidance, combining with the HK company’s characteristics itself, the article put forward the HK management company’s thansformational ideas from engineering supervision to project management. It proved to be sucessful in practice for the HK management company’s transformation. Based on this, compared the distance between HK management company and project management company, this article gave some specific strategies on qualification, organization, technology and human resources, etc.Based on the overview of enterprise competitive theory and diversified portfolio analysis theory, the article argued the transformation feasibility through the comparison between our country’s construction supervision and project management at home and abroad. The study for transformation of HK management company in this article will offer reference to the other supervision enterprises’transformation.
