In order to meet the expansion of finance, caused by ever-expanding scope of higher education and a gradual increase in the expenditure level of student, many countries have taken forceful measures to make up inadequate funding of public higher education. In China, individual cost-sharing in higher education is a major reform of financial system reforms in higher education, which is an important fund-raising measure beside government funding for further development of higher education, and promoted to alleviate the tense situation in colleges and universities’funding. However, with the increase of individual cost-sharing proportion and problems resulting from the practice of the policy, there appeared problems about individual cost-sharing in higher education. In this background, this study intend to analyzed individual cost-sharing in higher education, and discuss from a proper point, to give appropriate explanations and scientific and rational problem-solving strategies.This paper started with the theoretical study of individual cost-sharing in higher education, collected materials of individual cost-sharing in higher education home and abroad, arranged and summarized them, and using case study further explored the problems appeared in individual cost-sharing in higher education, at last, gave practical measures and advices. The main work of this paper is as follows:The first part, simply stated the research background, research significance, current status of the studies home and abroad, research content and research method of the individual cost-sharing in higher education. The second part, defined the related concepts of higher education costs, detailed theoretical basis and practical basis of the individual cost-sharing in higher education. The third part, analyzed the status of individual cost-sharing in higher education home and abroad. The fourth part, analyzed the status of individual cost-sharing in higher education and problems that caused by the individual cost-sharing in higher education , such as fees, poverty students, national scholarship and student loans. The fifth part, carried out the problems existed in the individual cost-sharing in higher education and causes of the problems, through the analysis of current status and case study. The sixth part, suggested reasonable measures based on all the research above, which is establishing scientific cost accounting system, improving rule and law of higher education, and creating favorable environment for the Student Financial Assistance, in order to make the policy of individual cost-sharing in higher education more practical, and promote the better and faster development of higher education.
