Abstract


Three dimensional rural issues are always the prominent issues which seriously restrict the gross economic development of our country, how to support the agricultural development is the most important issue to all levels of government. Agricultural insurance is one of the three pillars of modern agricultural development and also the most important strength of building socialist harmonious society and constructing socialist new rural areas. In 2007, the No.1 documentation of CPC central committee has emphasized: establishing, developing and completing agricultural insurance system actively according to the four principles. Reasonable agricultural insurance system is the key way of the government supporting agricultural development.For a long time, there is a trend in discussing agricultural insurance in our country which considering that the cause of stagnation of agricultural insurance developing is having not discovered a proper model. The experts devote themselves to the research of agricultural insurance models, attempting to seek a model that promotes the development of agricultural insurance without government dominance. Besides, all kinds of agricultural insurance models have succeeded from 2004, because they have supported by the government with public resources. The latest practice and international experiences certified: establishing policy agricultural insurance under the government dominance is necessary for agricultural insurance developing.The dissertation analyses the agriculture itself, the interior and external conditions of government support. It also analyses characteristic of all kinds of agricultural insurance models in our country. It analyses on basis of policy agriculture mutual insurance organization of Zhejiang Province and tries to explore a new model for agricultural insurance. developing. The dissertation demonstrates the following factors: Firstly agricultural insurance is a special insurance business, which makes the possibility of appearing diverse choices and moral risks more than the ordinary insurance, agricultural insurance posses the feature of quasi-public goods. Secondly it demonstrates that the government dominance is promoting the development of the agricultural insurance. Thirdly the feature shows that agricultural insurance needs government supporting, this dissertation also thinks over the way and goal of supporting in the points of government. Fourthly there is a enormous difference in every places of China, such as natural conditions, economic basis and economic developing environment. Establishing regional agriculture mutual insurance organization is tallying with China’ s national conditions.
