Abstract


According to the requirements of the treasury management system reform pilot program throughout the country to implement a centralized treasury payment reform. Wenzhou local conditions, starting from changing the way of financial fund management, centralized accounting of the administrative units of the city and part of the full financial capital of the allocation of public institutions and infrastructure units, and gradually implement a centralized treasury payment. In this article, the author proposes the centralized treasury payment reform financial supervision is the key to further deepen the reform of Wenzhou treasury. To this end, the article detailed analysis of Wenzhou centralized treasury payment reform of financial supervision in the status quo as well as lead to the low efficiency of financial supervision, and proposed measures to strengthen financial supervision. From external causes, in addition to the financial fund accounting center in Wenzhou institutions function orientation affects the efficiency of financial supervision, budget management system of Wenzhou City, the government procurement system and a centralized treasury payment information network construction situation from different aspects of the impact monitoring the effect. From internal reasons, the main reason affecting the efficiency of financial supervision is caused by the internal mechanism of supervision of the accounting center. Discussed how to strengthen financial oversight functions in a centralized treasury payment reform, I elaborated the strengthening of financial supervision functions must be centralized treasury payment departmental budgets and government procurement combine the three environments, by means of modern bank payment systems and bank liquidation system, deepen reform, improve the centralized treasury payment system of financial supervision, financial capital during use before, during, after the monitoring, ultimately achieving strengthen financial supervision, improve the efficiency of the purpose of the use of fiscal funds.
