Abstract


The diversification of infrastructure investment is a habit model and path choice with the development of economy and society all over the world. By quickening the steps of investment organizational reform, the speed and scale of diversification of Infrastructure investment will be raised and expanded fast. However, due to the reason of organization, policy and law, there are a lot of difficulties and bottlenecks that restrained the diversification of Infrastructure investment, so this thesis studies the field of it.The thesis summarizes and reviews the model and method of the diversification of Infrastructure investment in western countries, and analyses the experiences and problems which diversification investment have had since reform and open policy, and tries to find the ways of improving the development of investment diversification in China.As far as investment diversification, boundary and method are concerned, the thesis tries to use public goods theory to select and differentiate among pure public goods, pure private goods and quasi-public goods. From overall mentality, The thesis insists on introducing the market mechanism into the investment construction and operation management of infrastructure, so as to improve the investment efficiency and social benefits.By analyzing BOT model of a sewage treatment plant in Wenzhou , the thesis points out the problems the project confronted and puts forward the countermeasures improving the diversification of infrastructure investment.
