With the rapid development of higher education in China, the gross of fixed asset of colleges and universities rise ceaselessly, asset composition is complex, the management difficulty is increased ceaselessly, the Department of education, Department of Finance and country asset and other relevant authorities on the requirements of increasingly high, equipment management is all kinds of weak links in management, basic management work is not standardized, asset security control system is not perfect, the resources property is unclear, accounts of discrepancies, inconsistent with the accounts, the phenomenon of assets loss in many schools still exist, and the economic development of educational reform in the new situation is very incommensurate, the assets of colleges and universities equipment management system management system put forward new requirements.Accordding to the research and analysis of Hunan Institute of Humanities, Science and Technology, found that the equipment asset management has received enough attention, but from the information perspective,it still exists shortcomings, not fully use the advantage of network management equipment, this brought the equipment asset management great inconvenience. On equipment management system of standardization and development of the use of modern information technology to realize the leap of management level. The equipment asset management system adapted to the higher education reform and development, further improved the universities property management level, promote the standardization, institutionalize- tion, scientification and modernization of management of university equipment management accord to the trend.This equipment and assets management system of college management work covers all links, relates to the basic information set, demand planning, market research, procurement, asset register, log for use, maintenance, laboratory, material goods, housing and land, report data, system management. Determine the equipment asset management system functional requirements and non-functional requirements, then uses the class diagram and sequence diagram in the form of various functional modules are designed in detail, according to system requirements, system adopts J2EE architecture, B/S development mode of development, using the Java language, using JSP technology, using SQL Server 2005 as the background database. This paper focuses on the design and implementation process of Hunan Institute of Humanities, Science and Technology asset management, at present, the system has passed the test, various functions hava achieved the desired effect. The practice shows that the system can indeed improve the capital equipment automation management level, is convenient for the college staff, improve management efficiency, to promote scientific management, informatization implementation to provide strong support.
