Abstract


Reformation of the economic development is a new concept proposed by the 17th session of the people’s congress. It requires changes in the development of ideas, choosing the developing way, and enterprising developing pattern. After years of reform and development, Qinghai province has entered the initial stage of industrialization, urban transformation, market-oriented prototype, the incubation stage of the international. Qinghai three great rivers is a backward minority nationality region, and the total area is 363,100 square kilometers, and accounted 50.4% of the total area of Qinghai province. The planning area of the state reserves of Qinghai three great rivers is152, 300 square kilometers. This ranks 42% of the area of the Qinghai three great rivers region. And it ranks 21% of the total area of Qinghai province. Due to the environmental constraints and historical reasons, the economic development was severely lagged, and the gap with developed area is getting grower, the ecological environment in this area is getting worse and worse, and the social contradiction is sharpening. The economic development is hindered by the industrial system which only focuses on the mineral resources development, and primitive backward and single disorder animal husbandry. Such industrial system impairs the social progress, and damages ecological environment. This paper aims to solve the contradiction between ecological protection and economic development, realizing the win-win. The author thinks it is must to change the mode of economic development, even brings out the rapid and leap-forward development. To reform the mode of economic development is the inexorable choice and practical demand for realizing the economic development and social development in the Qinghai three great rivers.The main idea and the key problems to solve: ( 1) the transformation of economic development mode in Sanjiang source region to achieve win-win situation of protection and development the only way. In view of ecological deterioration and retreat herd to return careless project implementation, change the mode of economic development in crunch time. If not as soon as possible to solve this problem, region economy will decline quickly, zoology to fundamentally protect, herders will likely long term provided for by the state; ( 2) Sanjiang source region while economic society lags behind, but is rich in resources, industrial structure adjustment space is very large, deep exploitation of resources and comprehensive utilization of great potential, the population burden of small, in addition to the state of the area policy, funds support and local infrastructure improvement, realizing the transformation of economic development mode of the timing and the condition is had basically; ( 3) in the transformation of economic development mode in the practice, not only should respect economic law, but also to" respect the laws of nature, fully consider the resources and the ecological environment carrying ability.
