Abstract


Second Plenary Session of the seventeen Central Committee brings forward to accelerate the reform of the administrative system and build service-oriented government.To push forward reform of the administrative system and institutional reform actively is an important and urgent mission.In this context, Beijing Competition Management Center need to deal with some problems,such as a wealth of sporting events in Beijing about how to give fully play to the social benefits and economic efficiency, competition management center in Beijing has both the functions of government administration and organize events,how to deal with these seemingly contradictory roles and how to create a smooth contest management system need to be resolved urgently. If these problems are not resolved as soon as possible, they will have a significant impact on the process of the reform of sports and the process of government’s overall reform.In the paper, the literature survey, expert interviews, case studies method and other methods are used. It elaborates systematically the evolution of the management system of history about our country sports competition,and sums up the contest problems of management system in Beijing Sports Competition Management Center. Dating from the public goods theory ,the analysis of the classify and the nature of the products in the reality, the interpretation the position of role about government,related enterprises and institutions and dealing with the problems in Beijing Competition Management Center Management Centre, I put forward on some important methods.Specific research results are as follows:First, In this paper,from public goods theory, combined with the views of the race categories, products, Beijing’s sporting events can be divided into public sports competitions products, quasi-public sports competitions products, commercial products sporting events.Second, Because of a large number of public sports products, quasi-public sports products, Beijing should have the management bodies of these products.At last, Beijing Competition Management Center’s administrative position was not clear, the existence of "unity of control to do" phenomenon. Beijing should adjust the positioning of competition management center, to manage the public sporting events in Beijing and quasi-public sports products, to adapt to the trend of government reform.
