Abstract


In today’s world, the fourth round of large-scale industry transfer was underway. Some mature industries were transferred from developed areas to developing areas. City Wanjiang Demonstration Zone for Industrial Transferring was the first regional development plan of undertaking the industrial transfer in China. It was a landmark decision made by Chinese government complying with the time’s development law. Hefei, as the central city of Wanjiang, was the key area to undertake the transfer of industries, with its strategic location, comprehensive industrial base and the advantages of undertaking industrial transfer.At present, the research on industrial transfer was mostly focused on its causes, rules and characters of law. The paper thought that there must be industrial updating during the process of industrial transfer. The industrial updating was not only the reasonable results, but also the ultimate goals for both cities that the industries move out and in. In this paper, two factors which were paid less attention before was analyzed in detail through the model framework and dynamic mechanism of the modern industrial system. They were the function of the emerging industries on industrial transfer and upgrading and the relationship between industrial structure and city’s main functional orientation.The case of current situation of Hefei’s three industrial structures was analyzed in the paper. The conclusion was that Hefei was shifting from the middle stage of industrialization to the late phase through the analysis of industry development and its structure. Three most comparative industries in Hefei were home electrical appliance industry, automobile industry and equipment manufacturing industry. Besides, the influence of emerging industry on industrial updating was analyzed in the paper from the aspect of industry growth. A model of emerging industry leading to industrial updating including the whole process from scientific achievements to the founding of emerging industry cluster was established in the paper. On the base of analyzing the advantage and weakness in every phase in the model, the relationship between industrial transfer and industrial updating was represented, including the standards of undertaking industrial transfer in Hefei, the way of industrial upgrading and the effects to the city positioning.In the course of study, due to the difficulties of data collection, there was not enough data to support the model of the emerging industries’ effects on the industrial upgrading, so that we could not undertake quantitative analysis on the whole model. But the study results were consistent with the theory and the actual situation, which were attempts to this idea.
