Recent years,along with the development of China’s economic vigorously and the promotion of foreign trade status, the international trade is attacked not only by some usual manners,such as anti-dumping and technology bulwark, but also by anti-circumvention, anti-absorption, and the countervailing duty investigation ,which affect the trade of Chinese goods, and the country’s economical policy, even the related industry. Chinese government has to be confronted with such serious countervailing trend in a very long time.The tasks of the paper are making the description of the international condition about countervailing and the research on how to confront it with some measures. Firstly, based on the current situation of countervailing to China, the paper get that American, European Union and Canada are the countries who used the most of the countervailing measures, and account for 75% of the total number. Then the paper analyzes the trend of the countervailing, and gets the conclusion that the trend of the countervailing will be increased. Besides, our subsidy system also have some problems, and some adjustments should be made to our subsidy system, like advising the government should improve the subsidy policy, cancer the prohibit subsides, take advantage the non-actionable subsides according to the basic knowledge about the international low about subsidy in“Agreement on Subsides and Countervailing”. Then the paper analyzes the features of the countervailing operations, goods and reporting countries, and the reasons of the countervailing from economics, enterprise, measures and politics. Then the paper analyzes the effects of the countervailing to the export trade and describes that the countervailing can not only play a role of model ,but only effects the industry and export competitiveness by using some cases. At the end, the writer gives some advice that how do the government and enterprises should do, and how to perfect the law.
