Abstract


As the sunrise and newly-appeared industry in the 21st century, cultural industry is changing the conformation of Chinese cultural construction and development in a completely new way, and playing a more and more important role in pushing the structure adjustment, economy increase and spiritual civilization construction. It is of great practical and theoretical significance to make clear the function and effect of the government in the development of cultural industry, so as to promote the development and fulfill of our cultural industry and constantly enhance the integrated strength and international competition.Under such practical and theoretical background, this thesis investigates the development process and present situation of cultural industry starting with the definition of cultural industry. On the basis of analyzing the functional differences and behaviors of the Chinese government in the development of cultural industry, the thesis makes a detailed investigation into the government function in the development of cultural industry in the foreign countries, such as America, Britain, France, Japan, and Korea, and exposes four revelations. Through the analysis of differences and comparison of China and foreign countries, the present writer thinks the function and effect of the government in the development of cultural industry can be shown from the following four aspects: Firstly, the function of cultural system reform; secondly, the function of formulating the cultural industry policy and developing strategies; thirdly, the function of cultivating and managing cultural market; fourthly, the function of public cultural services and cultivating cultural industry staff.Upon exploring theories, the present writer conducts the case analysis. On the basis of present situation of Xiangtan cultural industry development, the thesis analyzes the advantages and emphases of the development of Xiangtan cultural industry, and offers some suggestions of countermeasures of stimulating the development of Xiangtan cultural industry from the aspect of government function.
