China has more than 8300 million persons with disabilities, involving 260 million family . Persons with disabilities is an important member in our society.They are particularly and in need of help. From the founding of the PRC, China’s cause of disabled persons to obtain a comprehensive progress, the survival of the disabled population and development have been significantly improved. welfare-oriented social welfare work, and gradually developed into including rehabilitation, education, employment, poverty alleviation, social security, culture, sports and human rights, the construction of a barrier-free environment, the field of disability prevention and other social undertakings comprehensive. Employment is the people’s livelihood, employment is a manifestation of personal self-worth in society. Similarly, people also need jobs, need to address the livelihood problems of employment, equal participation in social life, the realization of human values. In the new period to adapt to economic change, social transformation of the new situation, it is necessary to promote employment of persons with disabilities as a means of improving the living conditions of people with the key mechanism for employment, change the way of arrange the employment of disabilities.In this paper,in the background of the social transition,the author select the object to study in Suzhou and carry out an in-depth policy research of disabilities. The author focus on employment, according to the proportion of employment, sheltered employment, and independent entrepreneurs and carry out an analysis of typical cases.Based on the reflect about the employment policy of disabled,the author promote a number of policy recommendations about promoting employment of persons with disabilities.For example, Combination of government procurement and production benefits, the benefits of welfare enterprises in different regions according to different policies; to carry out traditional crafts classes, such as the promotion of employment of persons with disabilities.
