Abstract


Now, along wit Hunan social economic aspects fast and full development in Xiangjiang river basin, the water pollution problem increasingly effective governance, is imminent. In recent years, although in Xiangjiang river basin of river basin water pollution government entities at all levels of management which have made some achievements, but because the economy is still in the high speed development in, and the population continues to increase in the urbanization process is accelerating, together with some local governments in the basin is the lack of a water pollution hazard a profound understanding of, short-sighted, given to pursue the economic efficiency, the only pursue benefit maximization, considering only his achievements, and ignore the management of river basin water pollution for, even local firms continue to indulge in Xiangjiang river basin, so that the pollution of water pollution control work in a "side pollution, the side management" phenomenon, pollution degree of the vicious circle of more serious, pollution factors and the situation even more complicated. Therefore, the current basin of government for some kind of place of thought and practice protection of the Lord in Hunan rapid economic development today has become a serious hindrance to the prevention and control of water pollution in Xiangjiang river basin and the influence of social economic future Hunan long-term stable development of a serious important factors.This paper will be from Xiangjiang river basin water pollution situation analysis and influence the effectiveness of the main cause of the management, and to the starting point in Xiangjiang river basin in the economic circle of Zhuzhou and Hengyang city as an example, the reference that developed country and our existing river basin in the prevention and control of water pollution in local government how to change the thought idea scientific and effective prevention and control of water pollution basin to practice and successful experiences, and put forward a break of local protectionism management strategies:change minds, abolish the local protectionism, with the scientific development view is beneficial to the prevention and control of water pollution for river basin measures and long-term economic stability to river basin, prompted the strategy of sustainable development in the local economic development and environmental control:not only to keep making economic development, and to be full of good environment and realizing economic development and environmental protection virtuous circle.
