Abstract


China is a unified multi-ethnic country with 56 ethnic minority areas a total area of 6,162,900 square kilometers, the country’s total land area of national area of 64%. How to correctly implement the Party’s ethnic policies, deal with national issues, is related to the country’s future and destiny of the major problems. Through the evolution of pro-poor policies in minority areas to analyze the performance of past experiences, hopes in the new situation pro-poor policies in minority areas system of some enrichment and innovation to national economic path of sustained, stable and coordinated development.At the new establishment of the initial stage in our country, the government in stimulating the economy to develop measures and highly concerned about the national economic development, the ethnic issue of relief money and food to help people in the poor area.Since the late 50’s "Great Leap Forward" and began in the late 60’s "Cultural Revolution", China’s national anti-poverty policies in poor areas affected, the destruction of national productive areas, economic development suffered a serious setback, lingering stagnation in poverty reduction policies. After the reforms, the country from the class struggle shifted to economic construction in the direction up, from a planned economy system into a market economy. Secondly, national poverty the masses in production and living conditions are obvious I pass on the above-mentioned five stages of policy analysis related to poverty alleviation and different stage of poverty alleviation policies of different characteristics, the national policy is to influence china’s help- the-poor work in progress. This one definitely pro-poor policies in minority areas has made remarkable achievements, it also expressed concern that poor minority areas related problems in the policy system. Currently, minority areas, there are still returning to poverty phenomenon, anti-poverty strategy has yet to be perfected. The implementation of national poverty alleviation policy area appraisal system, credit system construction is not perfect, there is focus only on the number of poverty alleviation, economic poverty, neglect of quality out of poverty, ecological poverty phenomenon. Poverty alleviation funds allocated lack of supervision is not enough funding for poverty, coordination mechanisms are not perfect. The particularity of national poverty alleviation policy areas, the purpose, standard to be improved. Therefore, the party and the government has increased the technology, infrastructure and basic industry to support efforts to reduce the phenomenon back into poverty. Improve the content of the implementation of pro-poor policies of the examination and assessment appraisal, credit mechanisms. Improve the poverty alleviation funds and investment policy. Correctly handle the particularity and universality, fairness and efficiency, systematic and long-term relationships to facilitate the development of poor minority areas. In the formulation of poverty reduction policies, the party and the government should consider establishing national mechanisms for regional governance, and establish the concept of national areas of economic growth, deal with minority areas, "enriched county" and "enriched people", "helped rich" and "helped people" two pairs of relations areas to establish a sound national security system, implementation of national regional "people-oriented" development strategy ,Should promote national economic growth mode from "extensive growth "to"inclusive growth " and economic operating mechanism from the "external control - embedded"to"self-organization - Self-Growing " change.In short,National poor region’s economic development should be people-oriented and development rely on poor areas, the results of the development and poverty and development of the shared objective is to improve the standard of live in poverty areas, but the starting point and are the improvement of people’s livelihood. with the scientific development policy framework to guide for poverty alleviation, encourage and lead people to achieve comparative prosperity and common prosperity.
