Abstract


Special orientation standard has an extremely important significance in the subsidies identified , is a prerequisite to take countervailing measures . Filter filtering through special orientation standard of subsidies , regulation of subsidies also countervailing measures to limit . On the one hand , we invest in a particular business or industry subsidies impose countervailing duties avoid subsidies misallocations ; the other hand, we can not all subsidies imposition of countervailing duties , because not all the subsidies are the distorting effects of the allocation of resources . Special orientation of the standard is precisely to provide us with the scale of such a judgment , to some extent, limit the number of anti-subsidy complaint , and avoided all countries and triggered a fierce trade war due to the frequent and excessive use of countervailing measures . SCMA special orientation standards derived from the legislation and practice of the standards of the U.S. special orientation . The United States is the legislative provisions of special orientation of the pioneers , the most important practitioners .
