Abstract


National conditions and is based on the inheritance of the colonial system and the specific historical conditions of institutional innovation system and its operation of the U.S. Congress, its theory is based on the separation of powers and checks and balances thinking, the constitutional basis of the U.S. Federal Constitution. The Federal Constitutional Congress constitutional power conferred by express provision and flexible terms and conditions, these constitutional powers can be divided into the important powers of legislative power as well as outside the legislative power. The House of Representatives and the Senate, political parties, the Committee, Subcommittee and staff organization were involved in the congressional legislation. Motion to the Committee, debate, negotiation, consultation with the Committee, the President signed the four procedures in order to ultimately become law, and in the meantime, voters, interest groups, and party discipline could influence congressional legislation. Members of the legislative process behavior choices are made after weighing all aspects. Important powers to the Congress legislative power, including supervision, the right to impeach the advice and consent rights, as well as direct sponsorship rights. Historically, the Federal Constitution is constitutional, but far from being a product of democracy. The democratic deficit of the federal constitutional system and its operation based on the Federal Constitution, the U.S. Congress must exist defects and democratic hypocrisy, typical performance of the distortions of the money for congressional elections, and often overwhelm the more powerful groups in the rich reality poor and vulnerable groups, so that the balance of power between interest groups can not realize. Which is the private ownership of the means of production by the capitalist economic base the decision does not resolve the fundamental contradiction in the American political system. The people's congress system in China there are seven different parliamentary system with the United States, the most fundamental difference is the target of the political system is different. With respect to the system of the United States Congress, China's People's Congress system more responsive to the objective requirements of the development of productive forces, democracy has the authenticity, the work efficiency is much higher than the U.S. Congress system. Technical aspects in the system is working, learn from the successful experience of the U.S. Congress, deputies directly elected by the gradual expansion of the scope to the provincial and municipal level, the implementation of the election system, and take advantage of the campaign to carry out ideological and political education activities, as well as to strengthen the People's Congress for other the supervision of the state organs. The U.S. Congress is a pillar of the capitalist political system in the United States, it forms a relatively mature and improve legislative oversight mechanisms, but this system also epitomizes the hypocrisy of the capitalist democratic system. Of Congress system and its operation, to help us to better understand and learn from the checks and balances of the legislative power of Congress, rational factors in the supervision mechanism, and at the same time recognize the important flaws and hypocrisy of the political system, which help us firm to Marxism as the guiding ideology, unswervingly follow the road of socialism with conviction.
