Abstract


Autonomy for Universities since the late 1970s , the problem has always been the core concerns of the higher education sector . The college has a certain degree of school autonomy , not only is the trend of the international higher education management system , the requirements of the transformation of government functions and the development of market economy and the development of higher education requirements of the law and the development of universities . Today, the problem of Autonomy for Universities from theoretical research and practice has made some progress , but compared with the requirements of the reform of the education system , the implementation of the Autonomy for Universities are still not satisfactory , and therefore , it is necessary to these in-depth analysis of a problem is a more objective understanding of the the autonomous status quo of China 's Higher Education . Based on the literature analysis , research methods , based on \In addition to the introduction , this paper is divided into five parts : the first part , to do a comprehensive analysis of the meaning of Autonomy for Universities ; second part , control the terms of the Higher Education Act , the the collected administrative send and receive text and the interviews , objective representation public institutions of higher learning educational the autonomous status quo ; part III , on the basis of an objective description of the second part , the analysis of autonomy for Universities to implement the existing problems and obstacles ; fourth part of the implementation of the autonomy for Universities , trial forward some measures and suggestions ; fifth part of the summary of the status of implementation of the public autonomy for Universities , problems and countermeasures .
