State-owned enterprises is the important pillar of the national economy, is the main force of state-owned economy play a dominant role. State-owned enterprises performance evaluation index system is a key link in the process of evaluating state-owned enterprises operating performance, is also an urgent to solve the major issue. In this paper, combined with the actual situation of H city directly under the state-owned enterprises, in a lot of research, based on the analysis of the field and, from the enterprise finance, internal management, development and innovation, and social responsibility from four aspects to construct the H city state-owned enterprises performance evaluation index system, better solve the previous index of a single, simple analysis of the defects, and make the assessment and the strategic target, reform and development of state-owned enterprises, combine the scientific management, perfect the performance evaluation of state-owned enterprises directly under the H city work.
