Abstract

Circular economy is an inevitable approach to sustainable development; however, it is a difficult process. The release of "China Circular Economy Promotion Act" means that the development of circular economy in China is still in its infancy. In fact, no country has really built a society of circular economy in the world.To explore regulations and control mechanism of circular economy, this paper employs Parsons theory, systems theory, hypercycle theory, as well as material flow analysis. The subjects, objects and measures of regulation in circular economy process are discussed. Also, feasible plan of circular economy in Huainan city is suggested.This paper includes six chapters. Chapter I summarizes the literature on circular economy at home and abroad, and introduces the research background and purpose of this paper as well as the research methods. Literature research proves that circular economy is still in the initial stage. Impractical models and wrong relationships between subjects cause the failure of market and administrative control measures.Chapter II demonstrates the necessity of the research on the regulation and control mechanism of circular economy, and Chapter III explores the feasibility of regulation and control.Chapter IV explores regulation and control mechanism of circular economy. the actors, objects and control strategies are discussed detailedly. On the basis of the analysis, control strategies of circular economy process are suggested. Parsons theory (AGIL model) is employed to explain the relationships between government, enterprises and the public. The function and responsibilities of four subsystems (economic, political, legal and family subsystem) are discussed according to Parsons theory. Also, MFA(Material Flow Analysis) approach is employed to analyze the balance between input and output. The findings of MFA provide information to make plans to control and regulate the process of circular economy.Chapter V suggests a feasible plan to develop circular economy in Huainan city. As a resources city, Huainan Economic Model centers on coal exploration, power plant and refining industry. Control measures should rely on the MFA of coal and green GDP balance. The process of circular economy is regulated by controlling the capital flow. Also ecological coal mining, industry park of coal, electric and refining, eco-agriculture park and ecological restoration are suggested as strategies to develop circular economy in Huainan city. Chapter VI sums up the original ideas of this paper and points out the direction for further study.Application of scale-free network, hypercycle of evolution and parsons theory on circular economy is original, which will initialize other new theories to be employed into circular economy research.
