Abstract


Taking the assessment of school sports and health at primary and secondary schools in Henan Province as the research object, the paper analyses the related materials both at home and abroad, reviews the development of school sports and health, then it mainly introduces the research framework, the research field, its types and characteristics, and summarizes the relevant research.The study integrates the guiding ideology, principles and policies, development strategy and development planning of national social development, education development, the development of school sports and health on the basis of theory of social development, theory of teaching and learning PE and school physical education which serve as the tool as well. It analyzes the change of opinions in school sports and health in China since 1990 and the assessment index system of school sports and health, the index system or program established by governments at all levels. It finds that there isn’t a set of comprehensive and scientific assessment index system of school sports and health at primary and secondary schools in Henan province by making spot investigation. In order to further strengthen school sports and health at primary and secondary schools in Henan Province, to exert its effect of motivation and supervision sufficiently, to improve the youngsters’ health quality in Henan Province and to promote their all-round development, it’s of great importance to establish a set of comprehensive and scientific assessment index system at primary and secondary schools quickly.The paper constructs the index system on the basis of 4 first grade indexes: management, terms, conditions and effects of school sports and health, 15 second grade indexes and 52 third grade indexes including management documents, management operation, teaching faculty, facilities construction, investment of funds, teaching and learning PE, extracurricular activities, training and competition, health hygiene, health education, health quality, sports performance, health consequence, physique investigation and research, the results of teaching and research according to investigating and consulting more than 30 PE experts in Henan and other provinces. The study sets down the assessment index system of school sports and health at primary and secondary schools in Henan Province by calculating the weight of index at all levels with analytic hierarchy process and obtaining integrated weight vector quantity on the basis of questionnaire survey result. The indexes can reflect the management objectives of school sports and health at primary and secondary schools comprehensively, scientifically, objectively and accurately, which has the guiding role to the healthy carrying out of school sports and health in the future.
