Since the 1980s,with the rapid development of the national economy,our economic structure has changed greatly.At the same time,the position of the service industry has been more and more prominent.The development of the service industry plays an important role in improving employment,readjusting the industrial structure,improving people’s living standards,promoting economic growth and maintaining social stability.However,as compared with other provinces and countries with similar condition,the service industry of Shandong province lags fairly far behind not only in total size but also in interior structure,which is quite alien to the position of the 2ndlargest size economy of the whole country.So,it’s a pressing task to have a full realization of the current situation,characters and influent factors to fasten the service industry of Shandong province.This article analyzes the development of the service industry of Shandong province systematically from several aspects like total size character,structure character,and evolution character and so on.In the process of analysis,the essay borrows the service economy theory home and abroad,adopts the method of combining quantitative analysis with qualitative analysis and comparative analysis with econometric analysis.The emphases are to analyze the three industries structure and service industry interior structure.And on this basis,an econometric model has established to analyze the influence of four factors to every part of the service industry. The four factors are income level,urbanization degree,market-oriented degree and the human resource situation.After the analysis,then,several policy enlightenments are reached.By means of added value structure and employment structure,the essay shows that the structure evolution of the three industries of Shandong province is basically rational,while the evolution of the service industry interior structure is opposite with the experienced.On added value structure,the traditional service industries share a too big ratio,which is on the increase even more.Therefore,the modern service industries are the opposite correspondingly.On employment structure,the traditional service industries also share a too big ratio and a faster increasing speed.The modern service industries are also the opposite,but fortunately,the employment elasticity is bigger.It’s worth to note that the banking sector’s performance,because its ratio of added value decrease annually,its growth speed is well below the average of the whole service industry,and its employment space is the smallest one.Among the four factor just mentioned,the urbanization degree plays the largest role to the development of Shandong province service industry.So,we should accelerate the optimization and upgrading of the service industry mainly by urbanization,so as to spur the producer service sector,life service sector,and public service sector.The advancement of market-oriented degree is propitious of the modern service industries’ development,and simultaneously decreases the ratio of traditional service industries and public service sector.So,it’s doable to boost the optimization and upgrading of the Shandong province service industry by accelerating the market-oriented process.
