Abstract


Public culture service, as an important part of modern government public service, is a new field of our cultural construction. Today, our public culture service practice and its theoretical research are still in its initial stage in our country. Till now, there has not been any well-acknowledged and authoritative theoretical research result about the public culture service. This essay, beginning with the definition of the concept of public culture service, uncovers the existing problems in our current public culture service, probes into the causes, and then puts forward all the issues that require for further research and solution, that is to say, proper Countermeasures that should be taken to improve our public culture service are discussed as a preliminary step.This essay consists of five chapters:Chapter One: The Definition of the Concept of Public Culture Service and the Explanation of the Perspective of the Essay on its Theoretical Research. This chapter defines the concept of public culture service, clarifies its basic scope, and summarizes its four characteristics as being cultural, commonwealth, social and non-profit. It elaborates the evidences for the arguments of public culture service under the point of view of new public service theory, governing theory and universal service.Chapter Two: The Current Status of Our Public Culture Service and the Existing Problems. This chapter reviews the history of public culture service in China. It makes a conclusion on the status of our public culture service based on four aspects, which are improvement of our cultural facilities, literary and artistic creation and development of cultural activities, development of mass culture careers and effect of the culture expo. Then it raises all the issues that exist in our public culture service: heavy debts existing in public culture service with a low development level, disparate development of public culture service among district, urban and rural areas, sole method of pubic culture service and low quality and inadequate quantity of service, non ideal progress in cultural reform, and the incomplete related legal system.Chapter Three: Cause Analysis on the Main Constraints of Public Coulter Service Development in China. The chapter makes an analysis on the causes that limit the development of public culture service in China from three aspects, which are ideological cognition, role of government and urban-rural dual structure. Through comparison and analysis of the causes that prevent the development of our public culture service through comparison, the chapter points out all the subjects for further research and solution. As a conclusion, public culture service in China should be improved furthermore.Chapter Four: The Research of the Trend and Pattern of Public Culture Development in China. This chapter first shows the development trend of our public culture service that takes the government as the main body, and then takes public culture service in Qingdao as an example to introduce the current pattern of public culture service in China, and then it puts forward the lessons that worth learning by introducing different public culture service examples from the United States, Korea, and Hong Kong, which provide a substantial basis for studying on the next Countermeasures.Chapter Five: Countermeasures and Thoughts to Advance the Development of Public Culture Service in China. According to the above issues and problems existing in public culture service construction, the chapter puts forward Countermeasures to promote the development of our public culture service from the aspects of securing people’ s basic culture rights, enhancing investments, improving the management of public culture service, innovating a mechanism of society participation, giving overall planning and all-round consideration to the public culture service development in urban and rural areas. It also points out that constant attention should be paid to the important issues that exist in improving our public culture service. This essay is aimed to play a positive role on improving public culture service in China.
