Abstract


China's power industry is undergoing profound and tremendous changes . Under in Chang Wangfen background , the question of the reform mode of transmission and distribution industry with natural monopoly characteristics , has become the focal point of the power system reform in China . In this paper, the theory of natural monopoly , government regulation theory as the theoretical basis , mode of transmission and distribution industry restructuring and path , and put forward the corresponding policies and measures . Transmission and distribution industry in China should be the safety as the top priority , look more to public goods , pay a certain market failures consideration premise , promote the transmission and distribution industry, the role of positive externalities , to support the rapid growth of other industries . Market-oriented reforms of China 's power grid enterprises in the right direction , but it is very important to choose the right mode and path . The grid enterprises at this stage should take monopoly to a single buyer model is a viable mode of transmission and distribution industry reform . In order to achieve a single buyer model , you need to do a series of laws and regulations , separation , transmission and distribution , financial independence , the price mechanism, cross-subsidization planning and arrangements , these specific reform steps needed to follow a certain path . Excessive market-oriented reforms , enterprises maximize the benefits under the premise of the power grid enterprises may set power huge negative externalities expense of investment in power grid is bound to significantly reduce the final form of damage to the national economy .
