Abstract


Nowadays in China, the fire situation is grim, and huge fire losses bring about a series of social problems. It is found that insurance is one of the good strategies to cope with fire risk, by comparing several measures and methods both at home and abroad to deal with fire risk. So in this paper, fire insurance is the research object, several theories of fire insurance is been studied.The following works is fulfilled within this thesis:Firstly, the external benefit of fire prevention input in enterprise and feasibility of fire insurance resolve the problem of inadequate fire prevention input in enterprise. The generation and influence of Adverse Selection and Moral Hazard which bring about by fire risk information asymmetric and countermeasures are proposed to address the challenges.Secondly, the essential connotations of insurance object fire risk assessment model are described, based on the economics requirements of fire insurance and the principles and methods of insurance rate. An index system of insurance object fire risk assessment which gives a comprehensive consideration of index’s importance, objectivity, economics, in short of index-three-character, is established. Insurance object fire risk assessment model which called Insurance Object Fire Risk Assessment Schedule, and fire risk classification method is proposed.Thirdly, floating mechanism of fire insurance rates which linked with the fire risk assessment results is established. Insurance Object Fire Risk Assessment Schedule, is applied to evaluate the fire risk of twenty two hotels in a city; the value of floating factor a is obtained by Statistical Analysis of the evaluation results.Fourthly, after analyzing the responsibilities of insurance companies, fire departments, and insurance intermediaries, the cooperation mode of them is proposed. The core of cooperation is Fire Information System. Information is exchanged between each other through Fire Information System, which can reduce the cost of fire insurance and benefit to the implementation of fire insurance. The results provide certain theoretical reference for the making of systems and clauses of fire insurance.
