Abstract


With the guidance of Administration Management and other theories, literature Method, Demonstration Analysis and other methodologies are used in this essay for the research on Chinese city government’s function, especially public service function. Starting from the development of government’s function theory, the content of Chinese city government’s public service function is overviewed as well as the current situation and potential problems of it are analyzed. These lead to provide theoretical support on the development of city government’s public service function level.Firstly, based on the research on the essential of government and government function, we can conclude the characteristic of government function and content of Chinese government’function under market economy. By analysis of content and catalog in public service, Chinese government’s public service function can be divided into two types in scholars’point of view. And based on the analysis and comparison in the content of Chinese central and local government’s public service function, the detailed content of Chinese city government’s public service function can be illustrated.Secondly, based on the data analysis of Chinese city government financial input in education, medical service, environmental protection and other public services, there is an overview of the great achievements on the city government’s public service in recent years. Meanwhile, there are still some problems existed and they are pointed out.Finally, focusing on the existing problems of the Chinese city government’s public service function, corresponding solutions are proposed and this leads to provide certain theoretical and practical support for the future reform and development of city government’s public service function.
