Abstract


With the continuous development and progress of the market economy , the level of service and quality of service of the social welfare department and the public have become increasingly prominent contradiction between the social demand for public services , the entire society requires reform of the public service system , and improve the quality of public services , a loud voice . Therefore, the study mode necessity and practical significance to explore the reform of the public welfare institutions . In this paper, the theory of China 's public welfare institutions interpreted as the logical starting point , based on the analysis of the public welfare institutions concept , characteristics and the reform process , a brief description of the status of public welfare institutions , present, China's public welfare undertakings units exist in the external management system and the internal operation mechanism difficult issues in a more detailed analysis , by drawing on the practical experience of Western countries, the reform of the public service sector as well as the experience of the the Shenzhen public welfare institutions reform and problems encountered , according to the public interest class development trend of the reform of public institutions , on the transformation of the role of government , to establish a new corporate governance structure , sound internal management system and operational mechanism put forward their views and proposals for reform .
