Abstract


Food security is not only related to every consumer's personal happiness and a happy family life, has a direct impact on the international competitiveness of China's food industry. In recent years, the field of China's food safety situation is grim, melamine, Sudan and a serious threat to human life and health, toxic and hazardous substances frequently coming into view. The food safety issue has become one of the most prominent of the six social security issues, and to have to seriously stage of governance. In 2008, around the country have appeared infants suffering from kidney stones \After the incident, the State Department start Ⅰ level response mechanism of the country's major food safety incidents, to expand emergency treatment \\The paper is divided into five parts, \The first part of defining the concept of the emergency response mechanism research on food safety crises, and crisis management theory, made a presentation of the food safety risk management theory and administrative efficacy theory. The second part to gradually focus from macro to micro, research progress since the founding of the evolution of the crisis management in China and China's food safety crisis management mechanism construction and Sanlu milk powder incident review and evaluation. The third section discusses the organizational system for the emergency treatment of food safety crises, food safety crisis emergency treatment organization system proposed by the emergency core institutions, the emergency auxiliary sector and three levels of social forces constitute the three-dimensional architecture. The emergency core institutions by the government executive meeting as a decision-making body, the health administrative department as an emergency command structure; government departments expertise as an emergency auxiliary departments coordinated with linkage; same time, non-governmental organizations (NGOs) as important social forces in the emergency treatment significance, should expand its participation in the emergency treatment. Part IV discusses the work program for the emergency treatment of the food safety crisis, work systems and working methods proposed sound reasonable specification, fast and efficient the emergency processing work norms. The fifth part of the four aspects of resource protection, legal protection, media protection, thinking security necessity and method of the analysis of various security measures proposed countermeasures to strengthen the four-in-one, three-dimensional comprehensive emergency treatment safeguards.
