Abstract


In the eighties of the last century , synchronized with China's reform and opening up , Shanghai began a new round of the process of urbanization . And urban expansion is accompanied by the influx of a large number of floating population , by the end of 2007 , has reached about 660 million . In the past 20 years , migrants sustained and stable development of Shanghai's economy has made ??a great contribution , but their housing problem has not been properly resolved . This to them is the rapid development of Shanghai urban society brought some new problems, base rent is one of them . Second half of 2006 , the base rent in Shanghai at the moment \I chose Shanghai, the largest real estate residential area within the Inner Ring W object of observation and analysis of the causes of the base rent , and explain the reasons for the current base rent governance difficulties . The article , base rent is the background of the Shanghai property market continued to rise in recent years , migrants through the market to solve its inexpensive housing \Since 2002, Shanghai has implemented a residence permit system as the core of the household registration system reform , to give qualifying floating population to the public treatment . But the city government's public supply capacity is insufficient to support the achievement of \outside . Thus, for these low-income outsiders , since you can not enjoy the benefits provided by the city government public housing , low-cost base rent became their best option . W residential base rent eventually lead to the concentration and control operations of government departments . But a led by government departments , the active participation of owners seems to base rent was one-sided situation in the governance process , end up in dire straits . The proof of this result , the rapid urbanization process has been pushed to the housing problem of the floating population in the face of the \Shanghai has a number of measures to solve the housing problem of the floating population and rent for the governance group can not provide a satisfactory answer .
