Abstract


The housing problem is a livelihood issues related to the stability and harmony of the society as a whole . However, with the 1998 housing system since China stopped the welfare housing distribution , housing property to buy or to build through monetary expenditures through monetary expenditures . The one hand, to reduce the burden of government and economic units in the housing problem , start the housing consumer market to promote the commercialization of housing , so as to promote the development and maturation of the entire real estate industry . But on the other hand , with the expansion of demand , prices also rising , many low-income people caught up in the plight of the \To ensure social justice as a fundamental responsibility of government to blame . Of low-rent housing , housing security policy It is in this context that emerged as an effective means for the Government to protect the interests of vulnerable groups housing , fair housing . The government responsibility also be greatly manifestation of this process . The low-cost housing areas of government responsibility should be to understand a broader perspective , it means the government can actively respond to the demand of the citizen , and take positive measures , fair, and efficient realization of the needs and interests of the public .
