Abstract


Along with the development of regional economy and highway transportation increasingly developed, highway transportation in national economic development is the important position,and its leading role has increasingly prominent, the relationship between them has been began to transform from passive adaptive type to active guiding type. This makes the development and construction of highway in the new period is facing a new situation and mission, Trunk highway network planning, construction, operation and management, should be combined with the past implementation effect. Study of the theory; improve to meet the requirements of the new development of era economic. Therefore, Systematic summary of successful experiences and failures of trunk highway network planning, construction, operation and management, make a post evaluation on the result of its implementation, especially the post-evaluation of national economy benefit and Socio-economic impact. It is not only the needs of the theory of Economic development, but is also an urgent request made to trunk highway network planning by National economy.This article first analysis on the benefit post evaluation on highway construction project.On this basis,the shortcomings of the post evaluation of most of the trunk highway network in China are pointed out, an improved theory and method on post-evaluation of national economy and socio-economic impact is proposed based on trunk highway network. Finally, to Zhangjiakou City trunk highway network as an example, carriy out the national economy benefit and socio-economic impact post evaluation. The post evaluation theory and methods on trunk highway network in this paper, has some reference value for the improvement and development of the theory and method on post evaluation on trunk highway network construction project.
